The last segment of the India Urban Conference was held in Delhi on 22 November, 2011. The objective was to discuss issues uncovered in Mysore with policy-makers and bureaucrats, and explore means for future action.The conference initiated a discussion on how to measure, monitor and support urban development in India. The programme was designed to bring policymakers and other stakeholders who have intimate knowledge of the evidence gaps and institutional challenges in urban development together with other constituencies that may be able to accelerate solutions.

This session explored connections between urbanisation and national development, emphasising the interconnectedness of urban and rural India as well as the geography of job creation, population growth, land use change, and sectoral shifts in the economy.

This panel extended the first session’s macro picture of economic geography and linkages. It integrated national programmatic views of urban policymaking with city management perspectives to highlight some of the systemic dynamics underlying urban poverty, inequality, and infrastructure and service quality. In particular, the session highlighted the interaction between infrastructure, services, and the social, economic, and political relationships that drive urban evolution and inclusion.

This session explored the varying perspectives on the roles of central, state, and local governments in urban transformation, focusing in particular on the sorts of reforms needed to ensure that India’s policies and institutions are ready to respond to the changing economic and social geography of urbanisation in India.

This session reflected on the discussions during the day and provided perspective on research methods and approaches and, more importantly on how we might go about building institutions and partnerships to address the challenges and opportunities that urbanisation poses for India.
